1. Executive Summary

Robert Macs Data Flow proposes PULSE-MIND: a brain-like server that searches a potential 2.5-petabyte government or national corpus without writing or running search-engine code. The engine is not software. The engine is quantum nonlinear mathematics embodied as electronic pulses in analog and neuromorphic hardware that plugs into a standard wall outlet.

Conventional search is linear and coded: tokenize, invert, scan, rank, ship results from a data center. At 2.5 petabytes that model becomes a warehouse of processors and a standing army of software. A nervous system does not work that way. It stores association in physical connections and retrieves by resonance. Quantum nonlinear math describes the same idea with amplitudes, interference, and nonlinear coupling: many candidate answers exist together; the dynamics raise the right ones.

PULSE-MIND therefore treats the 2.5 PB load as a field of coupled pulse oscillators and analog conductances, not as tables to be queried by programmers. Operators do not code indexes. They present data and queries. The mathematics and the pulse fabric do the retrieval.

This paper does not claim a fault-tolerant superconducting quantum computer on household power. Cryogenics and error-corrected qubits do not fit a 120-volt desktop envelope. The claim is narrower and buildable: quantum nonlinear mathematics—nonlinear Schrödinger-type envelopes, amplitude interference, and analog fixed-point dynamics—implemented as timed electronic pulses, at wall power, sized toward 2.5 petabytes of associatively stored content.

2. Offeror

Robert Macs Data Flow is the proposing company. The firm’s thesis is that national-scale data movement and retrieval have been captured by code-centric cloud architectures that cannot meet sovereignty, energy, or austere-site constraints. The company’s proposed contribution is a no-code physical search appliance: data flow as pulses, ranking as quantum nonlinear dynamics, power as a standard electrical outlet.

Key personnel, facilities, and past performance would be supplied in a full proposal responding to a government solicitation. This document is an unsolicited concept paper, not an offer to contract.

3. Problem and National Need

3.1 Two and a half petabytes is not a website

A 2.5-petabyte corpus is on the order of a large national archive, a multi-year multi-INT holdings slice, or a dense technical-and-legal library with raw media. Scanning it with conventional software search means either shipping the data to a hyperscale hall or standing up one. Both options fail for SCIFs, disconnected theaters, disaster sites, and any agency that must keep the bytes in the room.

3.2 Code does not scale as a nervous system

Every coded search stack is a pipeline of programmers, compilers, schedulers, and silicon toggling on a clock whether or not a neuron would have fired. At 2.5 PB the software surface area becomes the risk: patching, prompt injection, supply-chain modules, and silent logic errors. Robert Macs Data Flow’s position is that the search function itself must leave the code path. Configuration and policy may be set by operators. The retrieval physics must not be an application.

3.3 The opportunity

  • Hold a 2.5 PB potential load in an associative pulse substrate rather than in a coded inverted index.
  • Retrieve by quantum nonlinear resonance instead of linear scan.
  • Run the appliance from a standard outlet so the search engine can live next to the data owner.
  • Give the United States a domestic, no-code alternative to foreign-concentrated cloud retrieval.

4. Technical Concept — No Code, Quantum Nonlinear Math, Electronic Pulse

4.1 No code means the engine is not a program

PULSE-MIND is specified as a physical machine. Data is written into analog weights, memristive or capacitive conductances, and delay lines. A query is an injected pulse train. There is no search application, no query language compiler, and no ranking script that an adversary can patch. Operator surfaces (power, ingest dock, result display, audit recorder) are instruments on the machine, not the algorithm. Firmware that keeps the supply safe and logs pulses is control circuitry, not the search engine.

4.2 Quantum nonlinear mathematics is the solution

Linear indexes ask one comparison at a time. Quantum-inspired linear algebra already improves that by holding many amplitudes at once. Nonlinear quantum mathematics goes further and is the load-bearing idea in this proposal.

  • State: each document, passage, or entity is a complex amplitude in a high-dimensional field, compressed by low-rank and tensor structure so 2.5 PB of raw bytes becomes a physically realizable set of modes—not 2.5 PB of RAM.
  • Evolution: the field obeys a nonlinear envelope equation of Schrödinger or Gross–Pitaevskii type, implemented with analog multipliers, saturable pulse coupling, and delayed feedback. Nonlinearity is required so strong matches lock and weak matches die—exactly what a brain does and what a linear inner-product search cannot do alone.
  • Interference ranking: constructive overlap of query pulses with stored modes raises voltage; destructive overlap suppresses distractors.
  • Fixed points: the circuit relaxes to a small set of stable pulse patterns. Those patterns are the answers. No loop in software iterates toward them.
  • Stochastic pulse coding: rates and relative delays carry amplitude and phase. Measurement is coincidence detection, not a floating-point program.

True qubits remain an optional later coprocessor for small combinatorial subproblems. They are not required to begin, and they are not claimed as the 2.5 PB store.

4.3 Electronic pulse is the medium

The mathematics is instantiated as spikes: brief voltage events on a mesh. Timing is content. Energy is spent only when a pulse exists. That is the brain analogy and the reason a wall outlet is plausible. A 2.5 PB associative store cannot be 2.5 PB of continuously refreshed DRAM on 120 volts. It must be dense, mostly silent analog memory whose pulses fire when a query arrives.

4.4 How 2.5 petabytes can exist inside a power cap

Raw 2.5 PB cannot sit in hot silicon on a 15-ampere circuit. The proposal therefore separates three quantities that vendors often conflate:

  • Ingest volume: up to 2.5 PB of source holdings presented to the machine over the life of a deployment.
  • Working field: a compressed nonlinear modal representation—orders of magnitude smaller than raw bytes—held in analog/neuromorphic fabric.
  • Cold persist: the original bytes may remain on dense, low-power media; the pulse engine stores relations, not a second copy of every file.

Phase gates will measure how much of a 2.5 PB archive can be made associatively live inside the outlet envelope, and what must remain cold. Robert Macs Data Flow will not advertise 2.5 PB of hot RAM. It will advertise 2.5 PB of searchable potential through quantum nonlinear compression and pulse resonance.

5. Reference Architecture

1. Ingest dock. Physical write path from approved media into analog weights. No ETL codebase as the product.

2. Pulse core. Coupled electronic oscillators and conductance arrays that embody the nonlinear field equations.

3. Quantum nonlinear solver. The dynamics themselves—interference, saturation, locking—not a library call.

4. Citation tap. A grounded analog-to-record path so every resonant answer points back to source holdings. Governments cannot accept uncited resonance.

5. Enclosure. Tower or 4U class, NEMA 5-15 plug, office or TOC acoustics.

Design-to-power: 120 V AC, 60 Hz; stretch 150–300 W on the compute path; never design to the breaker.

6. Program Plan

Phase I — Mathematics into metal (Months 0–12) | $9.8M

  • Freeze the nonlinear envelope equations and the pulse coding that realizes them.
  • Prove, on a bounded slice, that no-code pulse ranking meets a named quality bar against a coded GPU index.
  • Show energy per query inside a 300 W path.
  • Gate: independent measurement. If coded GPUs win on both quality and joules, the program stops.

Phase II — Appliance and first scale (Months 12–24) | $16.4M

  • Three outlet-powered units from Robert Macs Data Flow.
  • Grow the live associative field toward a multi-terabyte working set drawn from a 2.5 PB potential archive.
  • Operator-only ingest. No search-engine source code delivered as the product.
  • Gate: eight-hour endurance on a 15 A circuit; cited answers; documented analog drift compensation.

Phase III — 2.5 PB potential and transition (Months 24–36) | $22.4M

  • Demonstrate the full ingest-and-associate path against a 2.5 PB potential holding (live field plus cold persist).
  • Federation of several wall-powered boxes if one chassis cannot hold the live field.
  • Technology-transfer package: physics, threat model, bill of materials, accreditation path.

Optional Phase IV

A small quantum coprocessor only if Phase III plateaus on a problem class where discrete amplitude amplification is required. Not funded until the nonlinear pulse core is exhausted.

7. Notional Budget (ROM)

Category Phase I Phase II Phase III
Labor (Robert Macs Data Flow + FFRDC + university + foundry partners) $5.4M $8.1M $10.2M
Pulse hardware, analog memory, packaging $2.2M $4.8M $6.6M
2.5 PB test holdings, measurement, security $1.1M $1.9M $2.8M
Program management and independent eval $1.1M $1.6M $2.8M
Phase total $9.8M $16.4M $22.4M

Thirty-six-month total: $48.6 million ROM. A certified cost proposal would follow a government solicitation. No fee structure is assumed in this paper.

8. Governance, Ethics, and Security

  • No-code reduces—but does not erase—software attack surface. Control firmware, ingest docks, and audit recorders still require a threat model.
  • Every resonant answer must cite source holdings. Nonlinear dynamics are not a license to hallucinate.
  • On-premise only by default. A 2.5 PB national corpus does not leave the owner’s power domain.
  • Dual-use: associative search can serve analysis and can serve unlawful bulk exploitation. The appliance is specified with logs and no silent outbound path.
  • IP: government-purpose rights on architectures funded with appropriated dollars.

9. Risks and Mitigations

Risk Why it matters Mitigation
2.5 PB live field will not fit the outlet Physics and thermals bound hot analog memory. Separate ingest volume, working field, and cold persist. Measure the live fraction.
Nonlinear analog drift Fixed points wander; rankings rot. Periodic physical recalibration; citation tap as digital check.
Quality loses to coded GPUs Then the no-code thesis fails. Hard Phase I kill gate.
Calling it “quantum” without qubits Reviewer rejection. State clearly: quantum nonlinear math in pulse hardware; qubits optional and later.
“No code” overclaimed Some control logic always exists. Define no-code as: retrieval is not an application. Safety firmware is not the engine.

10. Success Criteria

  • A Robert Macs Data Flow prototype that starts from a cold wall plug.
  • Operator ingest with no search-engine application delivered as the product.
  • Quantum nonlinear pulse ranking with citations.
  • A documented path from test slices to a 2.5 PB potential archive (live field plus cold persist).
  • Independent joules-per-query and quality measurement versus a named coded baseline.

If the mathematics does not beat a power-capped coded box, the United States should learn that cheaply and stop.

11. Requested Action

Robert Macs Data Flow requests that an interested agency:

  • Issue an RFI on no-code, wall-powered, quantum-nonlinear retrieval at multi-petabyte potential scale.
  • Fund a Phase I competition with the energy-and-quality gate in Section 6.
  • Name a measurement agent (NIST or an FFRDC) so claims about 2.5 PB and outlet power are not self-graded.
  • Reject any baseline that requires cryogenic plant while claiming household-outlet operation.

The search engine proposed here is not a program. It is a physical field. Robert Macs Data Flow’s request is permission and funding to build that field, plug it into a standard outlet, load toward 2.5 petabytes, and let quantum nonlinear pulse dynamics retrieve what code would have had to scan.

1. Purpose

Robert Macs Data Flow submits this concept to the United States Government. The target customer is the small business. The company treats small businesses as 99.9 percent of all businesses worldwide. They already make the goods. They cannot, firm by firm, stand up a distributor in every free-world capital. The Service is that distributor. Large platforms may carry, but they are not the customer and they do not keep the residual.

Create a fee by enabling every eligible product from those small businesses to be distributed by one Service to every country that joins. The United States administers. China, Russia, and their partners are not on the network. A minimum 15 percent fee on the net profit the Service makes possible is paid to retire U.S. federal debt.

The $125 trillion world economy is the backdrop. It is not a 15 percent tax base. Fifteen percent of $125 trillion would be an output tax the United States cannot levy and partners would not join. The fee attaches only to audited net profit on goods and services that actually rode the Service from a member seller to a member buyer.

2. The Debt Constraint

Gross U.S. public debt is about $40.1 trillion as of mid-September 2026. Debt held by the public is about $32.4 trillion. Net interest is in the trillion-dollar class. Existing income and payroll taxes have not produced a primary surplus that shrinks the stock. This paper adds an earmarked stream: a Service fee, not a second wage tax.

3. The Customer: Small Business

Robert Macs Data Flow’s customer is not a ministry and not a hyperscale marketplace. It is the small firm that already exists in nearly every street of a member country. This paper uses the offeror’s working figure: small businesses are 99.9 percent of all businesses worldwide. International statistical series more often say MSMEs are on the order of nine-tenths of firms and about half of output; the U.S. small-business share of domestic firms is commonly cited near 99.9 percent. Either way, the mass of potential listers is small enterprise, not the Fortune global 500.

What that customer lacks is not product. It lacks a pipe into every joining market that does not surrender the residual to a platform. The Service is designed so a shop, farm, or workshop can list once and sell in every member country while keeping at least 85 percent of the net profit on those sales.

  • Onboarding is a listing, not a software project and not a customs-broker retainer in twenty capitals.
  • Fees the seller sees are the published Service margin plus the 15 percent Compact withholding on net profit—not a stack of marketplace take-rates.
  • A large firm may use the pipe only as a carrier or a buyer. It does not become the seller of record for a small firm’s goods.

4. How the Service Works

A small business in a member country lists an eligible product once. The Service is then obligated, subject to safety, standards, and export-control law, to make that product available for sale and delivery in every other member country. Buyers in member states pull from one catalog. One join-decision replaces a stack of national distributors.

  • Title stays with the local seller until the destination buyer takes it.
  • The Service lists, matches, settles, and moves—or contracts ships, warehouses, and last-mile carriers in member states.
  • The Service may earn only a published handling margin. It may not sweep the seller’s residual profit.
  • Controlled items stay on existing licensing tracks. The Service does not punch a hole in export control.

“Every product” is an operating goal for eligible, lawful output—agricultural, manufactured, digital, professional—not a promise to move munitions or prohibited dual-use goods without a license. Catalogs open in phases so the pipe is real before it is universal.

5. Who Is Out

Hard exclusion, written into the charter:

  • The People’s Republic of China.
  • The Russian Federation.
  • Partner states that the Compact Board, by published vote, lists as aligned with either for security, sanctions evasion, or non-market direction of trade.

Their firms may not list, may not run depots, and may not take the 85/15 split. Goods with substantial excluded-origin content may be barred or marked under published origin rules. Circumvention is an expulsion offense.

Exclusion does not erase those economies from the $125 trillion world total. It keeps them off this pipe. Any residual trade with them stays on ordinary national tariff and export-control tracks and generates no Compact fee.

WTO risk is real if the exclusion is written as a named U.S. customs duty. Counsel should write it as a voluntary club: members contract into one catalog; non-members are simply not customers of that catalog.

6. The 15 Percent Fee

Minimum 15 percent of Service-Enabled Net Profit, the sum of (a) the local seller’s audited net profit on Service-cleared sales and (b) the Service operator’s net handling margin on those same flows.

  • Domestic sales that never touch the Service are outside the base.
  • Sales into or out of excluded jurisdictions are outside the base.
  • Losses carry forward against future Service profit only.
  • Withholding happens at settlement, not years later.
  • The 15 percent is a floor. Congress may raise it on defined windfalls; it may not cut it while the Trust exists to retire debt.

One hundred percent of collections go to a Treasury Debt Offset Trust: first net interest, then repurchase of debt held by the public. No program spending. A raid requires a standalone recorded vote and shows on a public dashboard.

The fee is not a tariff on face value, not VAT, not a wage tax, and not 15 percent of world GDP.

7. Illustrative Arithmetic (Not a Forecast)

Profit is a thin residual of output. After China, Russia, and partners are off the pipe, Service traffic is a slice of free-world trade, and the fee is 15 percent of that slice’s net profit.

If Service-enabled net profit is… 15% fee Share of ~$1.2T interest Years to buy $10T public debt
$1 trillion / year $150 billion 13% 67
$4 trillion / year $600 billion 50% 17
$8 trillion / year $1.20 trillion 100% 8
$16 trillion / year $2.40 trillion 200% 4

Covering today’s interest run-rate at a 15 percent fee requires on the order of $8 trillion a year of Service-enabled net profit. That is a large commercial success, not an accounting relabel of the $125 trillion world economy. CBO scores only measured withholdings.

8. Administration

The United States runs the Service because the political purpose is U.S. debt reduction and because dollar clearing and U.S. capital markets can hold the Trust. Administration is a paid utility, not ownership of foreign shops.

  • Board at Treasury / USTR / Commerce, with member-state observers. Excluded states have no seat.
  • Settlement banks withhold the 15 percent when the Service pays the seller.
  • Partner tax authorities see the same profit number. Treaties credit the fee so it is not stacked on local corporate tax.
  • A member may leave on notice. Its firms leave the catalog the same day. No retroactive grab.

9. Sequence

  • Year 0–1: statute, Trust, origin rules, exclusion list, pilot lanes (food, tools, devices) among a first group of joiners.
  • Year 2–4: open more product classes; publish quarterly Service profit, fee, interest avoided, debt retired.
  • Year 5+: if profit is real, stabilize interest then buy down publicly held debt. If profit is small, wind the Service down rather than convert the fee into a general tax.

10. Risks

Risk Effect Control
15% of $125T is treated as the take The paper is dismissed. Fee = 15% of Service net profit only.
One operator cannot move every SKU Service fails. Phased catalogs; member last-mile contracts.
PRC / RF / partner exclusion Supply holes, WTO cases, transshipment. Club structure; origin rules; expulsion.
Partners refuse U.S. administration No pipe. 85% local retainage; public Trust; exit right.
Congress raids the Trust Fee becomes ordinary spending. Recorded-vote lock; dashboard.

11. Requested Action

  • Receive this paper from Robert Macs Data Flow as an unsolicited concept for a small-business distribution utility.
  • Treasury and USTR draft a Service charter: small-firm listing as the default customer, universal member catalog, local title, published margin, 15 percent floor, PRC/RF/partner exclusion, origin rules.
  • CBO state what Service-enabled net profit is required to cover net interest and to retire $1 trillion of publicly held debt per year.
  • Pilot authorization with the Debt Offset Trust standing before the first withholding, measured by number of small firms that list—not by platform GMV.

Robert Macs Data Flow’s bet: if the 99.9 percent—the small businesses—can reach every joining country through one pipe, they earn more, the United States is paid 15 percent to run the pipe, and that 15 percent comes off the federal debt. If the pipe only serves incumbents, the model has missed its customer.
